 The birth of three States
Since the last reorganisation of States occurred in the northeastern region in 1971, a number of regionalist move ments have sprung up.
The resumption of the States reorganisation process after a 30-year lull will impart a new momentum to regionalist demands in all parts of the country.
This latter belief could not withstand the growing realisation that the heartland States, far from showing the way ahead, were actually beginning to fall behind all other regions in the basic parameters of development.

Second, the criticism of the Punjab Reorganisation Act is that it is unconstitutional, first, because it is discriminatory and violative of Article 14 of the Constitution and, second, because its enactment is beyond the legislative powers of Parliament, water and hydel power being purely and exclusively state subjects.
Since Punjab's case was against the unconstitutionality of the Reorganisation Act a reference to the Tribunal was felt to be a denial for all time of Punjab's objective of getting justice by seeking a constitutional verdict of the Supreme Court.

With the implementation of the North-East Reorganisation Act of 1971, the Mizo hills, renamed as Mizoram was made a Union Territory.
However, negotiations continued and in 1968 the Assam Reorganisation (Meghalaya) Act was signed.
An army operation was launched in the state, which at one point was set to becoming one of the most developed states of the North-East.

The Madhya Pradesh Reorganisation Act, 2000 received the assent of the President on August 25, 2000.

Pensions: The liability of the existing State of Madhya Pradesh in respect of pensions shall pass to, or be apportioned between the successor States of Madhya Pradesh and Chhattisgarh in accordance with the provisions contained in the Sixth Schedule to this Act.
The Act provided that within one year from the date of commencement of that Act, all the States should amend their local laws to bring them in conformity with the new provisions under the Constitution.
The Uttar Pradesh Reorganisation Bill, 2000 also contained a clause for the continuance of the present level of ceilings on land holding, as applicable in the existing State of Uttar Pradesh, in the successor States.
