In Catholic theology, papal infallibility is one of the channels of the Infallibility of the Church.
In Roman Catholic theology, Papal infallibility is the dogma that the Pope is preserved from error when he solemnly promulgates, or declares, to the Church a decision on faith or morals.

 CATHOLIC ENCYCLOPEDIA: Infallibility
Theories of conciliar and of papal infallibility do not logically stand or fall together, since in the Catholic view the co-operation and confirmation of the pope in his purely primatial capacity are necessary, according to the Divine constitution of the Church, for the ecumenicity and infallibility of a council.
the infallibility claimed for the pope is the same in its nature, scope, and extent as that which the Church as a whole possesses; his ex cathedra teaching does not have to be ratified by the Church's in order to be infallible.
That the Church is infallible in her definitions on faith and morals is itself a Catholic dogma, which, although it was formulated ecumenically for the first time in the Vatican Council, had been explicitly taught long before and had been assumed from the very beginning without question down to the time of the Protestant Reformation.

He said that the decision was irrevocable, irreformable and infallible as a doctrine of the Catholic faith.
On October 28, 1995 Cardinal Ratzinger of the Congregation of the Doctrine of the Faith, with the Pope& approval, released a statement saying that the norms of the earlier statement of 1994 required "definitive assent" to the fact that the Church does not have the authority to ordain women.
In this case, the Magisterium was merely confirming what was already obvious to many Catholics: that Christ wanted a male priesthood, that this teaching was handed on to the Apostles and has been taught always and everywhere by the Catholic Church, and has always and everywhere been believed by the body of the Catholic faithful.

Rejection of Pascal's Wager: The Myth of Papal Infallibility
Papal infallibility is the idea that the pope is infallible, that is, he is unable to err in teaching revealed truth.
Even the limited definition of papal infallibility to ex-cathedra [a] pronouncements on faith and morals can be shown to be inconsistent with the historical evidence.
Many lay Catholics are under the impression that this is an old doctrine of the church which must be pretty well proven for their church to use as one of the main tenets of their faith.

 Papal Infallibility
The gift of papal infallibility was essential to the Church, not the definition of the gift.
The doctrine is one that developed as the Church got a clearer understanding of the teaching authority of the bishops and the primacy of the Pope.
Remember that in order for a pope to exercise the charism of infallibility, he must offically be defining a doctrine relating to faith or morals—the pope is not infallible when it comes to science or any other field of thought, furthermore, the other two conditions to pronounce an infallible doctrine were not present.

Papal infallibility doctrine - Ex cathedra teaching - Ordinary Magisterium
The Pope is infallible, not only in the whole matter of revealed truths; he is also indirectly infallible in all truths which, though not revealed, are so intimately connected with revealed truths, that the deposit of faith and morals cannot be guarded, explained, and defended without an infallible discernment of such not revealed truths.
By matters of faith and morals is meant the whole revelation of the truths of faith; or the whole way of salvation through faith; or the whole supernatural order, with all that is essential to the sanctification and salvation of man through Jesus Christ.
Indeed, if the issues and facts had not been made absolutely clear, the adversaries of infallibility and the enemies of the Church would certainly have published abroad all the supposedly false teachings of the previous popes and used this as a means of making the Church appear ridiculous.

History proves that the doctrines of the papacy and papal infallibility are not blessings, but are instead awful curses.
If any in their sluggishness are disposed to think that a perpetual body of infallible teachers would be a blessing, all must admit that the assumption of infallibility by the ignorant, the erring, and the wicked, must be an evil inconceivably great.
While the Catholic Church tries to avoid responsibility for papal errors by defining papal infallibility in a vague way, it demands obedience to the Pope at all times, as though every word coming from his mouth is infallible.

It is not that the Church knows all things, but that by the will of God, his Church will always be preserved from error, enabling her to pass on the purity of the apostles’ teaching.

The evidence that papal infallibility is part of the Christian Faith comes from three sources.
While the the First Vatican Council defined papal infallibility in 1870, you must understand that the date on which a doctrine is officially defined is not the date on which it becomes true.
It's just that different aspects of the Faith are challenged at different periods of history, and when a challenge occurs or a serious concern or question arises, then the Church will settle the difficulty by formally stating what the truth of the matter is -- to end the confusion.

That is actually a good example of how the papal infallibility works - the Magisterium (bishops) in union with the Bishop of Rome reviews what Scripture and tradition teach and together resolve disputes of doctrinal issues with the guidance of the Holy Spirit.
I prefer to accept the plain Bible teaching that the church is founded on the sinless, Divine Son of God with no debate about what His "infallibility" means.
It is a proven fact that Pope Honorius, in a number of letters written to Sergius I, Patriarch of constantinopole (and several other people) officially embraced the heresy of monothelitism (the belief that Christ only had one will, the Divine one).

A: This is a Protestant invention; it is no article of the Catholic faith; no decision of his can oblige, under pain of heresy, unless it be received and enforced by the teaching body; that is, by the bishops of the Church.
Cardinal Guidi, Archbishop of Bologna, in a speech before the Council said that, while accepting infallibility, he urged the Pope to take the counsel of his bishops before issuing decisions as this is the tradition of the Church.
Thus lacking a moral unanimity or even a clear two-thirds majority, Papal Infallibility was now elevated as an article of faith equal to the Holy Trinity and the Incarnation.

Brian Tierney: Inveterate Enemy of Papal <Tyranny> & Infallibility
He denied the "Spirituals'" contention that their rule and style of poverty was equal to the Gospel and he pointed out that papal approval of a religious order and its rule was a matter of Church legislation, not of faith or morals.
Liberal historians like Tierney need to make the case from authoritative declarations of the Church that papal infallibility is heretical or that conciliarism is true, or that it is a free-for-all and the Church has been silent on the matter.
If the popes have always been infallible in any meaningful sense of the word—if their official pronouncements as heads of the church on matters of faith and morals have always been unerring and so irreformable - then all kinds of dubious consequences ensue.

Save the church from the shipwreck which threatens her, asking from the holy Scriptures alone for the rule of faith which we ought to believe and to profess.

WHY THE POPE CAN'T CHANGE THE CHURCH'S POSITION ON BIRTH CONTROL by Stephen D. Mumford DrPH
I am convinced that the doctrine of infallibility is in a certain sense the key to the certainty with which the faith is confessed and proclaimed, as well as to the life and conduct of the faithful.
In these two texts, the pope took the position that a change on the birth control issue would destroy the principle of papal infallibility and that infallibility was the fundamental principle of the Church upon which all else rests and, thus, must be protected at all costs.
He is convinced that if he changes the Church's position on birth control and destroys the principle of infallibility, self-destruction will be very swift.
