A papal election is the method by which the Roman Catholic Church fills the office of Bishop of Rome, whose incumbent is known as the Pope, the head of the Church.
The Congregations also fix the date and time of the commencement of the conclave.
Having fallen to as few as seven members in the 13th century, the College grew until in 1587, Sixtus V limited the cardinalate to 70 members (six Cardinal Bishops, 50 Cardinal Priests, and 14 Cardinal Deacons) but Popes since John XXIII have paid no heed to the guideline.
