During the holiday of Sukkot the festivities in the Ezrat Nashim constituted a kind of holy carnival.
Separate areas for men and women in synagogues, developed out of sources that equated the holiness of the synagogue with the holiness of the Ezrat Nashim in the Temple.
To prevent "kalut rosh," literally, "lightheadedness," a balcony was erected along the perimeter of the Ezrat Nashim for the women to watch the festivities from above.

That a widow must be provided with a useful alternative after she is left without the validation of either partner or son (female children do not fulfill familial obligations in this period) speaks to the recurring theme of protection of the weak in Nashim.
Those within the larger circle of the communal crisis of a widow are commanded to aid her cause: "If he would leave his decision undecided…they do not listen to him but they say to him, 'The duty falls on thee…'" (Yevamot 4: 6).

After Nedarim he placed tractate Nazir (the Nazirite), because Nazirite oaths are also included among the laws of vows and if a woman should make a Nazirite vow the husband can void it and, therefore, he placed Nazir after Nedarim.
It would seem appropriate that it be earlier and listed before Ketubot.  You might wish to answer and say that it was not listed before Ketubot in order not to separate Yevamot from Ketubot, since both deal with the same subject, namely, the matter of mar­riages of women so that their contents be tied together. 
After Sotah he placed tractate Kiddushin (betrothals) and with it he completed Seder Nashim.  One could ask at this point: Why is Kiddushin placed last?
