It is the night when Muhammad was, according to Muslims, taken to "the furthest mosque" (generally understood to be Jerusalem) on a Buraq (a beast resembling horse with wings; some people consider it a cherub) and ascended to the highest level of the heavens.

However, the recommendation to "note the holidays and teach students their significance" troubles me. I foresee two days in the school calendar being taken over by Muslim speakers who will take the opportunity to cross the line and evangelize, similar to what is done in some California districts.
In college, we also took off for Rastafarian holidays, as this appeared to be the dominant belief according to the number of practitioners of its sacred rites.
It is only logical to include Muslim holidays in systems where Muslims are in great numbers, otherwise this practice will be seen in the eyes of non-Muslims as an unnecessary accommodation to Islam.
