I thought it was more traditional to italicize the Latin.
This proverb can be found in Horace's Odes (carminum liber tertius, 2, 13), which were published in 23 BCE -- about 500 years before the fall of the Western Roman Empire ;-)
As far as I know, noone ever said it until centuries after the Roman fatherland was gone.
