Cardinal Medina is the prefect for the Vatican's Congregation for Divine Worship and the Discipline of the Sacraments.
Cardinal Medina's letter indicates that he is "obliged to note" that a translation of the Ceremonial of Bishops (the book of prayers used by bishops during the celebration of major celebrations) "was published by [ICEL] without the necessary Episcopal approbation and without the recognitio of this Congregation."
Cardinal Medina reveals: "…one draft translation was substituted at short notice by another, and that after the second had been approved by the Bishops of the Commission, that text was then set aside by [Bishop Maurice Taylor] in favor of a third text."

The directory is aimed at getting bishops and those the cardinal called "liturgical purists" to support expressions of popular piety, to educate the faithful about their connection to the fundamentals of Christian faith and to "purify" them of any tendency toward superstition, he said.
Cardinal Medina said Christians have faith that "for the Lord there is not a big difference between resurrecting a body which has been buried for 100 years or which has been cremated."
Because they truly are popular and have arisen from the culture and faith of particular peoples, some of the devotions "may seem strange in some parts of the world, but for centuries they have been expressions of faith and have led to a deepening of faith," he said.

As Cardinal Ratzinger was Prefect of the Congregation for the Doctrine of the Faith (CDF), the sexual abuse of minors by priests was his responsibility to investigate from 2001, when that charge was given to the CDF by Pope John Paul.
He was appointed as the prefect of the Congregation for the Doctrine of the Faith by Pope John Paul II in 1981 and was made the cardinal bishop of the suburbicarian diocese of Velletri-Segni on April 5, 1993.
Already in 1987, Cardinal Ratzinger had stated that Jewish history and scripture reach fulfilment only in Christ—a position critics denounced as "theological anti-Semitism," although it is very much in the general tradition of Christian views of the Old Testament and the Jews.

Cardinal Medina’s letter, published in December in the congregation’s bulletin, was written last May to an unnamed bishop who had inquired about the propriety of ordaining homosexual men.
Cardinal Medina wrote that in making its judgment the congregation took into consideration its experience in processing requests for laicization by some priests.
Ordaining such candidates to the priesthood would be imprudent and “very risky,” said a letter from Cardinal Jorge Medina Estévez, who at the time was prefect of the Congregation for Divine Worship and the Sacraments.

 HPR Lord Who Are You?
Cardinal Medina Estévez devotes over thirty brief but insightful chapters to the names given to Jesus Christ in the Old and New Testaments, discussing the attributes associated with each of these divine appellations.
But, as the Cardinal’s book shows very well, it is a name employed extensively in the Apostolic Church, as seen in the Acts and in the Epistles of St. Paul, with reference to those ministers granted the full charism of priestly powers by Christ—initially to his chief disciples, and thereafter to their successors.
In addition, the unique relationship of the Catholic Church, as the Mystical Body of Christ, to the inspired Word of God is clearly profiled in scriptural identifiers such as Apostle, Bishop, and Son of Mary.

Amorth: The new Prefect of the Congregation for Divine Worship, Cardinal Jorge Medina, attached to the Ritual a Notification in which he specified that exorcists were not obliged to use this Ritual and that, if they wished, they could ask their bishop for authorization to use the old one.
The Secretary of the Congregation for Divine Worship gave a report to the Commission of Cardinals in which he said that those who had contacted him were bishops and not priests and exorcists.
It comes from an attempt made by Cardinal Ratzinger, the Prefect of the Congregation for the Doctrine of the Faith, and by Cardinal Medina to introduce into the Ritual an article — it was article 38 at that time — which would authorize exorcists to use the previous Ritual.

The purpose of the declaration is to clarify the Roman Catholic Church's own position in view of disagreements within the church itself, offering a firm critique of those theological views that appear to relativize the Christian faith and the Roman Catholic Church.

Kershaw interpreted the congregation's letter as meaning, among other things, that the altar should not be moved one third of the way forward in the cathedral and that the decorative, dome-like baldacchino that is suspended over the original main altar by eight marble pillars should not be removed.
Although Weakland is cooperating and voluntarily making changes, he is not conceding that the congregation has the authority to require those changes, Topczewski added.
