"Calendar (Hebrew)", Encylopædia of Religion and Ethics, 1911.
The epoch of the modern Hebrew calendar is 1 Tishri AM 1 (AM = anno mundi = in the year of the world), which in the proleptic Julian calendar is Monday, October 7, 3761 BCE, the equivalent tabular date (same daylight period).
As the 19 year cycle (and indeed all aspects of the calendar) is part of codified Jewish law, it would only be possible to amend it if a Sanhedrin could be convened.

Holidays are celebrated on the same day of the Jewish calendar every year, but the Jewish year is not the same length as a solar year on the Gregorian calendar used by most of the western world, so the date shifts on the Gregorian calendar.
The year number on the Jewish calendar represents the number of years since creation, calculated by adding up the ages of people in the Bible back to the time of creation.
Of course, the earlier Gregorian dates are artificial, since the Gregorian calendar did not exist until the 16th century and was not accepted in many parts of the world until much later.

According to the current Jewish reckoning the calendar is dated from the Creation of the World, which is considered to have taken place 3760 years and 3 months before the commencement of the Christian Era.
Of its twelve names now found in the Jewish calendar only seven occur in the Hebrew text, but the whole twelve appear as the main divisions of the Megillath Ta'anith (Scroll of Fasting), which in its original form is referred to a date before the Christian Era.
In the present day, and for many centuries, this very primitive manner of fixing the beginning of the month has given way to a systematic calculation of the latter's duration, and the Jewish calendar is now constructed on the basis of a mean lunation of 29 days, 12 hours, 44 min., and 30 sec.

The Jewish dating is naturally different from the Gregorian year, as that is calculated from the estimated date of the birth of Jesus of Nazareth.
At this period the years were reckoned according to year of the reign of the current Jewish king.
A calculation was made as to when the world was created, assuming that the chronology of births, ages and deaths of people mentioned in the genealogies in the Bible were historically accurate.
