Also, the institutions that were considered essential for Muslims during the time of the Islamic caliphates to discharge their responsibilities and for their Islamic development and growth must be revived, and developed along with addition of other necessary ones.
Further, it must be understood that Islam by its very nature is egalitarian, and gives people the right to choose their own leaders.
Professors John Esposito and John Voll, well-known scholars of Islam, in their exposition "Islam and Democracy" agree that Islamic law was the result of "consensus of those scholars and not the commands and rules of the Caliphs, that provided the basis for formal Islamic law.

 Uthman ibn Affan
Uthman was also one of the first men to memorize the Qur'an and he would be instrumental to its compilation after the death of Muhammad.
Uthman was born into the wealthy Umayyad clan of the Quraish tribe in Mecca, a few years after Muhammad.
Prior to his death, Omar appointed a group of six men to choose his successor from among themselves.

WPJ Fall 2004 - Political Islam: Image and Reality by Mohammed Ayoob
His immediate temporal successors, the first four “righteously guided” caliphs, while respected for their piety and closeness to the Prophet, could not claim that their decrees were divinely ordained.
Anyone familiar with the history of Muslim polities knows that in practice the religious and political spheres began to be clearly demarcated very soon after the death of the Prophet in 632 C.E. This was inevitable because, according to Muslim belief, revelation ended with the Prophet’s death.
Civil war often loomed on the horizon, and two major intra-Muslim battles were fought during the reign of the fourth caliph, Ali, largely as a result of intertribal rivalry.

As for the sahaba who were not Shi`as, as well as the caliphs, kings, and princes who ruled the Muslims from the time of Abu Bakr and till the reign of the Abbaside caliph Muhammad ibn al-Rasheed al-Mu`tasim, they never recognized the caliphate of Ali ibn Abu Talib at all.
To love Ali may Allah be pleased at him, and to believe the legitimacy of his leadership after the first three Righteously Guided caliphs — where he is the fourth — is of unanimous agreement between Ahl Al-Sunnah in all the times and places, from the time of the Companions to our time.
Al-Tijani says in his book ‘Shia are Ahl Al-Sunnah,’ “As we have already indicated, those who call themselves "Ahl al-Sunnah wal Jama`a" are the ones who believe in the legitimacy of the four "righteous caliphs," namely Abu Bakr, Umar, Uthman, and Ali.

There is no mention about the Pact of Umar, dating from the 8th Century CE (if not from Umar, one of the four "righteously-guided caliphs" who succeeded Muhammad as leader of the early Moslem community), which dictated discriminatory and degrading measures against non-Muslims living under Moslem rule.
Esposito traces the historical development of Islam from its genesis with Muhammad and the Quran, through the great ages of Islamic fluorescence and expansion-- the Umayyad (661-750) and Abbasid (750-1258) caliphates -- right up to the modern period, when "neorevivalists" struggled to reconcile the fundamental principles of Islam with secular and western-dominated contemporary life.
He then sketches the history of the Islamic world in the medieval period, covering the Umayyads, the Abbasid Caliphate, the Crusades and the later Islamic empires, which are Ottoman, Safavid, and Mughal.

 Four Righteously Guided Caliphs
The Four Righteously or Rightly Guided Caliphs or Khulifa Rashidoon in Arabic refers to the first four caliphs in the Sunni tradition of Islam who are seen as being model leaders.
They were all close companions of Muhammad, and their succession was not hereditary, something that would become a hallmark of later caliphates and is considered an abomination in Sunni Islamic theology.
