But in no council has it been moved that the bishop of X be promoted to the place of the Bishop of Rome, or that the Bishop of Rome's views be disregarded, and held of no more account than those of the bishop of any other major see.

The bestowal of the former pertained obviously to the authority of the Church, that of the latter was conceded to the secular authority.
The first part of this canon was directed against the abuse by which patrons usurped the authority of the bishops in the appointment of priests to those churches over which they exercised the right of patronage, particularly the jus praesentandi.
Regarding ordinations, the Second Council of Nicaea in canon 14 permitted abbots, provided they were priests and had received the solemn rite of benediction, to confer tonsure and advance their monks to the lectorate.

In 1123, during the pontificate of Pope Callistus II, a general Roman council was held "for various important matters of the church", as Callistus himself says in the letter of convocation which he sent on 25 June 1122 to bishop Baldric of Doll.
The ecumenicity of this council seems, as far as we can tell, to have been confirmed later by the tradition of the Roman church.
Thus, questions concerning the investiture of prelates and the freedom of the church were a major concern of the council.
