Solon's Persona as Model for Eunomia
Other thematic interactions could be found (such a slavery and freedom), but these two can give us a key for answering the second question posed above: what role did this vision have in sixth- and fifth-century Athens?
But beyond that important function, it makes Solon a model for the operation of the laws under Eunomia.
Like Solon, the laws speak in abstract and absolute terms: they do not enter into dialogue; they cannot be cajoled.

 OUP: Eunomia (2/e): Allott
Eunomia - New Order for a New World is an attempt to provide such a universal philosophy of society and law.
The international system has never had a greater need for a philosophy of society and law to explain and to guide the co-existence and co-operation of all human beings, as inhabitants of a habitat which we all must share.
It is a philosophy of social idealism, in which all human beings and all human societies might find a means of taking power, through the power of ideas, over the overwhelming complexity and energy of the new world in which we find ourselves - a world full of danger and full of hope.

 [No title]
This is the order advocated in Athens by Solon (eunomia elegy) and, more generally, by Sparta and elites throughout Greece (see Tyrtaeus’ eunomia poem and, in the 5th cent., the “Old Oligarch”).
Background In the archaic age, constitutions had been distinguished with reference to a fixed ideal: eunomia (good order) which represents an order dominated by an aristocracy that follows traditional rules of responsible leadership.
Eunomia in crisis becomes dysnomia (bad order); if it is suspended by a tyranny, anomia (lack of order) prevails.

 Solon's and "Lycurgus'" Eunomia
Author authors emphasize the same ideal: Hesiod introduces Eunomia as daughter of Zeus and Themis and sister of Dike and Eirene (Theog.
Now, one of Tyrtaeus' elegies, later called "Eunomia" and perhaps mentioning this term (1-4W), included a summary of the Rhetra, which thus was identified with the ideal of eunomia and presented as a solution to the crisis described in the same poem.
The political system introduced in Sparta by the Rhetra and that realized in Athens by Solon used to be considered rather different, the latter putting Athens on a track toward democracy, the former intimately linked to the evolution of Sparta's society of homoioi and warrior-citizens.
