My view is that a moral and spiritual response should always outweigh a bureaucratic response, particularly if it is intended to support a man who is trying to live faithfully according to Scripture, the teaching of the Anglican Communion, and his ordination vows.
Since he was no longer a priest within the Diocese of Wyoming or ECUSA, I saw no canonical reason to prevent me from issuing him a licence for special ministry from the Diocese of Caledonia, as an expression of my support and care for him as a minister of the gospel.
The story of the priest in question came to my attention several months ago.

Each year the Ecclesiastical Trial Court shall nominate to the Bishop one or more persons to serve as the Church Attorney.
The provisions of Title IV, Canon 3 of the Constitution and Canons for the Government of the Protestant Episcopal Church in the United States of America, as they may be amended from time to time, are adopted by reference for any Presentment to the Ecclesiastical Trial Court of any charge against a Priest or Deacon.
