Compassion personified, and in Mahayana Buddhism, deified, as Avalokiteshvara, or the Bodhisattva [ ref ]
Avalokiteshvara has vowed that he will not accept the eternal peace of Nirvana until all human souls have found enlightement, because he decided that it would be selfish to enjoy peace and knowledge while the people are still suffering in ignorance.
Thus, Avalokiteshvara is described as "the Bhagavan", (i.e., the Lord), who takes the form of a Bodhisattva and whose duty it is to " look around " for the purpose of the welfare and happiness of the people on earth, and to teach them the way towards enlightenment.

Avalokiteshvara, the Bodhisattva of absolute compassion, is one of the most important deities of Tibetan Buddhism.
Each syllable in the mantra represents one of the six realms of rebirth, namely the heaven worlds of the devas; the realm of the asuras; the saha, or human world; the animal realm, the pretaloka, or realm of the hungry ghosts; and the various hells.
Avalokiteshvara's association with Amitabha, as well as the Bodhisattva's ability to aid all those in need of his help, has made him one of the most popular deities of lay devotion.

Programme note: Tears of Avalokiteshvara - symphonic poem by Philip Goddard
Avalokiteshvara, also known as Chenrezig to Tibetans, is known as the Buddha (or Bodhisattva) of Infinite Compassion, on account of his vow never to attain full enlightenment until every sentient being has been liberated from samsara, the uncontrolled cycle of rebirth and suffering.
With their great power the buddhas made him whole again, and from then on Avalokiteshvara had eleven heads and a thousand arms, and on each palm of each hand was an eye, signifying [the] union of wisdom and skilful means that is the mark of true compassion.
There follows a mysterious and powerful incantatory section reflecting Avalokiteshvara's repeated vows to the buddhas, and the work's ending is once again in the peaceful light of his boundless compassion.

 Avalokitesvara Teaching by Yangthang Rinpoche
Avalokiteshvara has many different emanations and many different names, but essentially they are one essence, which is the bodhichitta, the nature of the mind of all buddhas.
To explain it from the point of view of the three kayas, in the dharmakaya nature Avalokiteshvara is Buddha Amitabha, in the sambhogakaya he is Nam Nang Den So, and in the nirmanakya he is Chenrezig, who appears both peacefully and wrathfully.
Each and every one of them had visions of Avalokiteshvara, and it was through those visions that they received their spiritual attainments and realizations.

Explanation of the Mantra of Avalokiteshvara
Avalokiteshvara is in fact the collective compassion of all Buddhas, assuming a deity form.
Because of this Avalokiteshvara and Manjushri are in fact the deity forms of the path of wisdom and method.
Likewise with regard to the deity of wisdom; you can not be enlightened without correct wisdom understanding the ultimate nature of reality underlying all things that exist.

The eye of the Buddha and the eye of Avalokiteshvara have become everyone's whole body, each of us standing tall.

The Bodhisattva Ideal - Buddhism and the Aesthetics of Selflessness
The word 'Avalokiteshvara' is derived from the Pali verb oloketi which means "to look at, to look down or over, to examine or inspect." The word avalokita has an active signification, and the name means, "the lord who sees (the world with pity)." The Tibetan equivalent is spyanras-gzigs (the lord, who looks with eyes).
Once at a meeting of numerous bodhisattvas at the house of Vimalakirti, the lay disciple of Buddha, a debate developed on the meaning of nonduality, an essential precept of Buddhist thought.
Turning back, Avalokiteshvara saw the world again being filled with new sufferers who awaited their escape from the constant cycle of birth and rebirth.

With help of his Buddha eye, Avalokiteshvara knows directly, as they are, the individual nature, aspiration, subtle potentiality and so forth of his disciples.
Thus, with his dharma eye, Avalokiteshvara properly sees the potentiality of his disciples and teaches according to their capacity.

As the vanquisher of the earth goddess, Avalokiteshvara triumphs in the form of King Songtsen Gampo, that is, the same Bodhisattva who, as a monkey, earlier engendered with Srinmo the Tibetans in myth, and who shall later exercise absolute dominion from the “Roof of the World” as Dalai Lama.
Apollo, the god of light (Avalokiteshvara), let the earth-monster, Python (Srinmo), live once he had defeated it so that it would prophesy for him, and built over the mistreated body at Delphi the most famous oracle temple in Greece.

Tradition has it that Tibet is the land of Avalokiteshvara, the Bodhisattva of compassion, and the Tibetan people are his descendants.
